1994 Eclipse 2.0 n/t

Hi All,
This is the second time i have driven my car. Runs fine. After stopping and turning the car off. It will not start again. I'm getting a camshaft positon sensor code 23. I had a mechanic rebuild the heads and replace the ECU. He claimed that was the problem. Not the CPS. 6 months. Same problem. code 23. tried old ECU, and current. Same code error.
Anyone know the fix?

Change the sensor again, check the code again, and wires, how did you clear the code?

Before swapping a new sensor in i would test the sensor plug for power and ground, and check for continuity in the 2 wires that go to the ecu. If everything there is good than i'd replace the cas.

I checked the plug coming from ECU to sensor. All numbers look good.
First time around, i reworked the heads. replaced the ECU. Took a bit of tuning after the work. According to the mechanic.?! He claims not to have needed to replace the camshaft sensor.
Car has run fantastic for 6 months.
Turned it off. same symptoms. Code 23.
