Can someone confirm that this is a 1990 oil filter housing, (the one used for running an external oil cooler)?

It's a non-turbo housing.

No, it's not a turbo '90. You can see what a '90 looks like in this article.

It could be a '90 - '94 n/a housing, just not a '90 turbo housing
