02 sensor reading 0.02

I have 91 talon tsi and my o2 sensor is reading 0.02 so my car running that crap its spiting and won't make it over 3000 rpm. I replace the o2 sensor and unplugged the ecu and it ran fine for a few days then out of no were it starts doing it again so I datalogged it and the o2 sensor reading 0.02 but all my fuel trim all read 100%.
 
I try another one and it did the same thing so i pull my maf and found that it had a burn on the board so i replace it so far the car is running ok. But the o2 sensor is still reading 0.02 at ideal but it goes up now when i am driving it. So hopefully that was it. Thank you for your reply:D
 
Well, that would indicate a lean condition. Assuming it's a 1 volt sensor. Anything above 470 give or take indicates rich. Anything below that is lean. Now, if it moves when you are driving and sitting lean while idling, It could indicate a vacuum leak or something of that ilk.
