02 sensor problem

After a rebuild, my front 02 stopped cycling. If I get on the gas, at idle, it will change, but otherwise is stuck around .6 or .06, I forget which one. I bought a new one today and it did the same thing. Can I assume the first one is working properly since they behaved identically?

Was it a direct plugin, or a rewire ala bosch? Assume nothing though.
 
I would check the wiring, make sure it didnt get pinched and either cut or grounded out. Something isnt right. (like duh, man)
