wont start without gas in throttle body

ok been workin on my car getting it ready for new parts. problem im having is it wont start when cold unless i put gas in throtle body or sometimes it will start buy dumping gas on a rag i setting it next to maf. when it warms up it will start fine. any idea?

also my Idle Speed Control (ISC) is making some loud crazy noise dont think this is starting problem but did wonder whats going on with it. i found how to test it and will tonite. i recorded this sound but i did with my iphone and cant find a player to make it work.

ok been doing so research and guess it could be ISC but after more reading i thinking it CTS because i notices last last that the wires going to this were cut well one was twisted back to another wire but the other was twisted then looks like it came apart. so here comes next question. i pulled the connector off and got wires where i can see them. but the wire from connector dont match the wire that they are connected to. can anyone tell me what color wires go where on connector?

i tested ISC like vfaq said and im getting 30 ohms on each so guess thats out. but it still makes that noise

well found a diagram of the plug and it looks like connector side green/black will connect to yellow/green and connector side green to green/black

have you checked for fuel pressure?

yea i just put on aeromotive reg and ran all 6an fittings to everything. its at about 30 till start up then goes to 38-39 when running. that is from the outside gauge at reg. i also have one in the car that is digital but i dont believe its correct because it also lower than outside gauge
 
Im willing to bet money that the CTS wires are your problem. I had this same thing happen to me a few years ago when one of the wires was broken right at the plug and the car wouldnt start when cold. I ended up just going to the junkyard and cutting a good connector off and splicing it in. That sounds like what someone has already done with your car, they just got it off a later model which explains the wire color differences.

30 is low for start when you first start it set it to 35-36 when it is warm set it to 40-42 running a little more rich wont hurt and you might not be getting enuf gas once it is warmed.
 
well not sure what actually fixed the problem but this is what i did. changed plugs. reset ecu. and it fired right up. then i set timing and it accually work this time. then a pulled out my acf2 because ecmlink should be here next few days. after removing the afc2 it started running much better. dont know if it was hooked up wrong or if it just wasnt adjusted correctly.

also when cars running fuel pressure is at 38-39. thought that was right for 1g. should i have it higher?
