wont start/no cel/6bolt swap/coil on plug

Car is a 95 GSX with dsmlink but its not working since it looks like the ecu is not getting power.

I just finished a 6bolt swap and tried to start the car and nothing. The CEL light does not come on when you turn the key. I removed and opened the ECU and it looks fine no leakage and no burn marks. I have been reading about the MPI relay however have not figured out how to test it. I saw the write up for the 1g relay but not the one for the 2g 95 one. I have checked all the fuses and they look to be in good condition. \

I am a noob at the electrical stuff but I was using a cheap multimeter (not digital, has a needle) and tested to see if the CAS was getting any power and the needle would flicker. I tried the same thing on pins 25 and 12 on the ecu harness (ecu was unplugged) and go nothing am i supposed to have the ecu plugged in to test the the power to it?

Any ideas or help would be greatly appreciated!
 
Tested MPI relay per these instructions and it is working.

"apply +12V (thru a fuse) to pins (4 & 8) of the relay that had the red/black wires on it's connector pin. Then apply ground to pin 6 (blue/green wire on it's connector) and the relay should stay activated (click once and not buzz) as long as the ground is applied. While activated you should get +12V on pins 2 (red) and 3 (black/red)."

What next why would 12 and 25 not get power
