The dash light saying that im out of washer fluid will not go off. Both front and rear reservoirs are filled. Does anyone know why this is or where the sensor is located? I dont want to pull that idiot light but I just might have to.

The sensor is most likley located at the bottom of your reservoir. The sensor is prob just shot and needs replaced.

I think I found the problem. The harness that plugs in there is packed full of a white-ish colored grease. I cant get it out of there and there is hardly any slack on the wires to strip them and put a new harness on. Does anyone have any ideas?

becareful that might be grease for electrical connections, to prevent rust and corrosion. You clean it out and reconnect it and see if that works but if doesnt replace or repair the component and make sure you put some electrical grease back on it.
