Why is my MPI relay not working right?

Ist that the fuel pump or the mpi relay? ^

That coils' connection doesn't close when the car is attempting to start, just the right one. So I foldeda piece of paper and stuck it in the left one to make it close and the car starts up just fine.

Why is my relay doing this? I plan on buying a new one if it's just defective but if it's something else lmk.

It's on a 1990 eagle talon awd.

did a relay test with jumper wires and volt/ohm meter. relay passed the test but only the 4 pin connector side closed when the relay was energized. Is that normal? Or should both relays have clicked closed?

The two relays inside the MPI RELAY box are independent.

The MPI side just has one coil that can activate it (between pin 10 and 8) where the Fuel Pump side has two coils (9 and 6, 7 and 3). Powering either of those two, or both will close the contacts between 3 and 2.
 
I never did try to ground pin 63, I'll brb with an update. My car is stranded on the other side of the apt. complex.. :(
 
Grounded and 63 and 66 from the harness side, mpi contact closed. Ecu ftl...

I know you said the mpi and fuel pump are independent,but when I'm trying to start it both relays should close right? just to make sure my ecu is messed up.

It took awhile but I accepted the fact my ecu is to blame. It's a 90 eprom for an awd plus it's a cali one too. So I don't think I'll find another one soon.

I'll be sending it off to you via 2nd day Monday morning for repair.
