White smoke/ smells rich/most to touch

I noticed there is a decent amount of smoke at idle and rev, even when the motor is warm the exhaust is cool and moist. Where should I start looking for issue?

Have EVAP/EGR delete, but haven't had it smoke this bad before.
 
what do you mean the exaust is moist? if its white when you warm up it could just be evaperating the h20 in the exaust, but if it continues to smoke white, you are buring coolant

The white smoke goes away but the exhaust feels oily, if you hold your hand to exhaust it gets a thin film to the touch. I know I need a oil catch can my PCV is saturated in oil, so may just be that.

White smoke most likely was moisture evaporating
 
if your burning oil your exaust would be whitish blue, and the culprit, like you said it either the pcv, valve stem seals, head gasket, or worn piston rings. but looks like that pvc is the problem. have you cleaned it and verifyed that it was not working?
