I'm looking at ordering UICP on my 1990 and my car came without ABS, but I know on the 91+ the cruise control is located on the firewall and I'm thinking maybe where my cruise control is currently sitting is where the ABS goes on the 91+ cars?

Really, I'm just wondering, when I order this piping, do I order it as if I have ABS or is it typically located in a different position from where I'm thinking.

Personally, I'd just relocate the CC to the 91+ location (Firewall & D/S fender, behind the motor mount), or eliminate it completely so that you can use the NON-ABS UIPC as it's usually 2.5" vs that of the ABS UICP that's only 2.25". -At least that's how DeJon Tool does it....

old setup w/ DeJon's ABS 2.25" UICP:
