What the hell is going on?!

[Boosted DSM 32]

My boost controller has been messed up since day 1 I'd what is wrong with it but it's like stuck on 15psi? I've had 3 different controllers on it and adjusted them completely and no matter what it always spikes way to high and I have to let off, and my controller is the only 1 that holds 15 psi but that's the only setting it will go to..? It's either 15 psi or way past it..? Are my lines ran ok?
