2G What is this wire?

This picture is from under the driver side dash near the relay panel that sits by the fuse panel. This is from my friend's 99 GSX. My 98 Spyder does not have this. 2 97 Talon's we checked didn't have it, but a 97 Spyder in California who checked for us did have it.

Any ideas?

Only way you will truly know, is to follow it and find out what its hooked up too. Almost anything comes with inline fuses like that, toggle switches, radios, lights, lots of things
