What is this connecter go to?

Ive been over snowboarders tech article two dozen times and i cant find this. Its a black wire with a small green line on one side. The connector is plugged in but there is now wire out of it. The car is a 95 talon tsi

It is used to ground timing when setting your timing. Is it still connected to the car? I just tucked mine out of the way.

If you get dsmlink you don't really need this connector any more as you can ground timing through dsmlink.
