I found this laying in the engine bay while connecting a new bov and piping. I wanted to know what it is and is it supposed to be connected to something. It is located under the battery in that area.

yes that is your purge control valve. it bolts to the strap that holds the charcoal canister in place under your battery. you will need to pull the battery and the battery plate to be able to get to it...... just looking at your picture it kind of looks like the charcoal canister may have been pulled also...... here is a pic showing where it goes.

The charcoal canister stores fumes from the gas tank until the car reaches about 3000rpm when a valve opens to send them thru the hose to the intake. At idle and low rpm, the purge valve is closed keeping them from affecting idle. If you remove the hose, direct it to the underside of the car and cap the tube or order an intake without this tube, the fumes will vent below the engine compartment when driving (over 3000 rpm). You will probably not smell anything and drivability/performance will not be effected. However you will be defeating emissions (which is illegal except for offroad use).

Personally I'd just throw a K&N breather filter after removing the canister for a little more safety.

This is a post I found on dsmtalk.

I just did this on my 95 GSX. I removed everything. The EGR valve, The 3 silinoids on the firewall and the charcoal canister. It is real easy and will take less than an hour. Just remove the battery, and the battery tray. Then remove the lines going to the canister. I just put a spare vaccum hose on the fuel line going into the canister and then just routed it under the car. Next unbolt the bracket that hold the canister and then remove the canister and bracket. Now that you have alot of room down there, unbolt the EGR and install the block off plate (I completely removed my EGR. Next remove the 3 vaccum hoses on the throttle body. Now unbolt the bolts that hold the 2 silinoids to the fire wall. Now unbolt the 2 bolts that hold the metal vaccum hoses on the the intake manifold. Now you can do 2 things. You can either remove the throttle cable off the throttle body real quick and then remove the 2siliniods, the EGR and all the vaccum hoses all together as one peice (this is what I did). Or you can remove the EGR from the vaccum hoses and pull everything out. The reason you remove the throtte cable is cause the vaccum lines to the EGR are on both sides on the cable and you can't pull it up unless you remove the cable (Which takes like 10sec.). For the FPS just run a vaccum line from the fuel pressure regulator to the intake manifold and then remove the FPS. For he 3 vaccum ports one the throttle body, I just used a tee and just connected the middle one to the outside two. I did not do anything to the PVC system. After doing this I had no CEL. This was one a 95 GSX.

As a side note, when I went to do this there where no vaccum lines connected to my canister or my EGR. On one of the lines going to the canister there was a bolt plugging it up.
