What gear and more solenoid help needed

Quick history. Bought 92Tsi A/T non-running. Got it up and running. ECU was bad. Trans stuck in 3rd gear. Opened up TCU, looked worse than ECU. Threw junkyard TCU in car. Still stuck in 3rd gear. Unplugged TCU and performed these tests.

-Unplug solenoid harness, trans is stuck in 3rd gear.
-12V to orange + yellow. At 3k rpm, I'm doing approx. 20mph. Is this 1st gear?
-12V just to yellow, no change.

What does this indicate?

OK. Another update. Buddy brought a shift box over last night. We hooked it up and got this. Car starts out in 1st gear. When we put it into 2nd, the rpms drop, hold for about 2seconds, then jumps back into 1st gear. During the time the rpms drop and hold, the car does not accelerate.

Does this point to a worn front clutch pack? Bad solenoid? Or possible valve body issue?

Sounds like a valve body issue. I had my auto trans recently built and had a no 1st gear issue. Ended up being a clip in the valve body in backwards. I have the kiggly wiring. Shifter in 1st would be 2nd..shifter in 2nd would be 3rd, shifter in D wouldnt shift and still be 3rd and hit the switch and OD would shift.

You could try to 12 volt power the solenoid orange and yellow wire and test drive it, then power orange and not yellow for 2nd.

I would check the OHMS on the solenoids. 22ohms around I think they should be around.

I might still have a bad TCU. We went to swap valve bodies today and discovered a broken kickdown band FML and this damn car!
