Weird spot on ECU

Well i replaced the caps on my ECU about 3 days ago after my car had been sitting due to blown caps. It was fine up until today. It was rather hot and i went to start my car after work and it started up but then clicked like it was my caps again. I dont think its them. However there is a weird faded spot it looks to be on my ecu. Could this be why its like this?

Also, where do you send the ECU to get it rebuilt? And a price range maybe?

Any help would be great.

Itd be cheaper to get a new "used" one offa ebay or something. I just scored an eprom ecu traded even up for my old motor.
