2G Weird noise coming from the driver side?

So I keep hearing this whining noise coming from the driver side or passenger but it's probably from the driver side since I hear it more. Anyways the noise you can't hear it when I'm on low speed but as add more speed the whining starts and gets louder as I keep increasing. i do hear the noise gets louder when i do a quick turn left or right but i think is more on the left. Here's a video of it

It all started cause of this...

The lower control arm popped out and ended up taking out my axle with it.
I ended up replacing the transmission(used 120k miles), axles, clutch, throw out bearing, lower control arms and the belts except the timing belt incase you wondering. But I still end up hearing the sound. Could it be the suspension? Whenever I jacked up the car I don't hear it or maybe I didn't end up increasing the speed usually i start hearing it when i hit 30 mph once i go higher it gets louder. I don't remember it was awhile back I'll probably do it again just to verify if the noise goes away when it's jacked up.

Edit: This is a 97 eclipse, 2.0L, 420a non turbo incase you wondering

the noise still comes from the driver and passenger side. it sounds it comes from the wheels. those quick left and right turns you can hear the noise
 
well i started of by rotating the front tires to the rear and put the rear tires on the front since it was wearing bad on the edges you could start seeing the wires (i was cheap i didn't want to buy new tires but only one of them was new). Then i did the alignment which i only move just the toe not camber due to the vehicle being low, caster was ok, but the toe it was the worst from front and rear especially on the front i had to set the total toe back to 0 in order for me to actually start the alignment. after that the noise was gone.
