weird electrical problem

The Coil will always have a 12v constant. The ECM will have a signal wire from the cam sensor that in tells when to fire fuel and spark. ( in a broad definition ) It was a white wire on my 92 TSI . I would test your cam sensor first if your already verified the no spark and fuel, as in verify those parts are not failed .( injectors, plugs, wires....)
