Weird electrical problem...need help....!?!?

my 90 gsx just recently started having some weird electrical problems....when I am driving on the freeway my voltage is steady between 14-15 volts according to my voltmeter....then will sporatically jump up and down to 18 and 17 volts....it maybe going higher but i think thats as high as my voltmeter will read...now when this happens my dash and headlights get super bright as the voltage goes up and down and my 190 lph fuel pump also gets louder as the voltage goes up....my cd also goes in and out as well...but my car continues to run normal.....this also happens when im driving on the street but not as often....any ideas...? im thinking my voltage regulator maybe going bad....what do you guys think....?
