weird cooling system issue

ok guy, i could use some help here,
lower radtior hose is cold, so i went and replaced the thermostat and still lower hose is cold so i went ahead and did the cts cause it tells the ecu when temp of thermostat from what i was told and i still have nothing on it the lower hose still stays cold but it does not overheat, also unpluged the cts and both fans kick on which would tell me that all relays and switchs are working, i flushed out the raditor thinking something was blocked in there and still nothing if i turn on the ac both fans will kick on but not with the heat. Also, i let the car run for 45 mins last night and it never went past the half way line at all, also the car wil blow hot air, i could really use some help with his if anyone has anything please help me out
 
the fans wont turn on if you just let it just sit there and idle and the lower raditor hose just stays cold and never heats up, the fans only turn on when i unplug the coolant temp sensor other than that they wont
 
So It has a really good cooling system. The fans won't come on until it gets well above 200 degrees.

Ps. The lower radiator hose is for the cold coolant to flow from the radiator to the engine. If the engine doesn't overheat, then coolant must be flowing and all is good.

Sounds like everything is in normal operation.

You could have a gone temp sensor at the bottom of the radiator. Did you get a chance to take out the radiator, and give it a very healthy flushing out with a garden hose and nozzle and flush out all of the gunk and rust that settles in the bottom of the radiator? Doing this really helps things out. And, if you do this , flush out your block by shooting water through the lower hose AFTER taking out the T-stat, open up the heater valve so the heater core can be flushed out as well.
