Water Pump Locked Up (I Think) Confirm?

Hey guys,

I got a friend of mine that's running into some issues with his car and I've searched and found the following information I just need someone to confirm for me my information is right.

The water pump pully is the one in question on my friends car.
Below are his pictures of his actual car. The problem he's having is that the car's pully has locked up and I've told him to park the car until I've checked with our fellow techs on this site to see if they think I'm not on a far stretch. The Outside portion of the pully (to the alternator) spins fine but it's the inside one (to the power steering pump) is the one that isn't spinning at all is what it looks like. But I could be incorrect and it's all simply not spinning.

The water pump pulley is just one assembly.

just a quick check before u say it the water pump..... check to see if the right bolts are in the pulley the 4 10mm bolts ive made the mistake of putting ones that were a little to long in and the pulley would not spin.

There is no way i know of that the outside pulley can turn and not the inside pulley. What makes you think its locked up, what is it doing basically. Also it takes to min to pull the belt, undo the four bolts to pulley and you can get a much closer look at the pump and examine/ pull it if you need too.

Never been removed (spoken to the owner). The right bolts are definitely in it double checked with a 10mm just to make sure.

Okay, so maybe it just looks like it's moving and it actually isn't. I know the belts just burn up each time I try to crank/run/idle the car so it let's me know the pulley isn't moving at all. So yes, retracting my previous statement it isn't moving (on the outside one) it just simply isn't moving at all.


Like I said before tho the guy that owns the car simply said he heard the car make a loud sound, seen smoke come up from under the hood (belts burning) and parked it then called me. I removed (cut) that belt I showed you to the PS and it's still not letting the water pump pulley budge.

The reason I think it's the water pump locked up is simply because the alternator and the PS is spinning fine, which both of those connect to that pulley.

ok next i would pull the pulleys off and see if the water pump spins or has alot of play
