*video* Partial throttle surge

Hey guys, finally got my car up and running. Did a BLT and fixed everything except for the biss leaking (parts ordered). When I give the car barely any throttle in neutral or a gear, it starts to fluctuate until it gets over ~3k rpms or so. If I go WOT theres no issues at all. In the video I go partial, then a full rev, then partial again. Cars fully warmed up as well.

Any ideas?

MAF is in. It still idles fine as well.

Would a boost leak cause this? Its possible I missed something. Leaky TB seals?

After being fed up with the car and contemplating parting it out, I took one last step. I hooked up my basic scan tool that you get from auto zone and checked the data. Car off, WOT was only reading at 86% and I realized that I could move the throttle a significant amount before there was any change from 0% So I loosened the TPS and held the throttle at WOT and turned the TPS a small amount until it read 100%, tightened everything down and released the throttle body. When fully closed it read ~2% so I adjusted the screw until it was @ ~.9% (as good as I could get it). PROBLEM SOLVED!! Basically I was able to open the throttle around 10% and it would still read 0%, so the car had no idea how to mix the fuel and air properly.

If I had dsmlink on this car like my previous one, I could have just zeroed the TPS and had the issue fixed.
