Very weird sound from top of engine

I've tried searching for someone with the same sound, but no luck. I just put a new bottom end on and a fresh head gasket. All timing components are new and it does not sound like it is coming from over there. I have new valve stem seals and new 3g lash adjusters with less than 2000 miles on them. It really sounds like it is coming from the head, it's louder when I listen at the intake manifold. I also have oil leaking into the center of the valve cover and I think I may have a crack. I am going to pull the VC off tomorrow and give it all a visual inspection and try another VC I have. I just wanted to hear from anyone if they have ever heard anything like this before. Stuck lifter(s)?

It's louder in the video than it is in real life. Kinda sounds like a motocross bike!
Any help would be awesome!

Check your accessory belts. It sounds like a belt rubbing through a cover to me. Easy to check anyway.
 
Word to the wise, don't stay up all night doing an engine swap. It's not worth making a really NOOB mistake and putting on your tensioner pulley on backwards. I think that just may be my problem.
