2G Valve cover short/long bolts?

I'm replacing the aftermarket VC bolts on my TSi, they're all the same size. I just received OEM bolts. 6 short, 6 slightly longer, and two black (I assume for the timing belt cover).

Which ones go where? It's not like I can use the existing ones as a guide. Also, what is the preferred sequence for tightening? Last time I started in the middle then worked my way out, zigzagging as I went through the three torque stages.

Short ones go on the inside, long ones on the outside

Small ones go inside where the spark plugs are the long go around the outside.
