unplugged crank sensor triggers fuel pump

If i have my key in the ignition position with the car off and I unplug and replug in the crank sensor it turns the fuel pump on for a few seconds. Is this normal or could it be indicative of a bad crank sensor? I am trying to test it but i need to get my meter back from a friend that borrowed it to know for sure.
 
Ok great i shouldnt do it, Im still not sure if its a normal thing for it to turn the fuel pump on and off like that
 
is there something wrong with you car? i doubt anyone knows what happens if they unplug there CAS with the car on because no one will risk doing that... is there some other problem you are having?

Yes, ive been trying to sort out an electrical issue with the car that has been causing it to run poorly for almost forever now. It will run but barely it wont rev over 2000 rpms without stalling.
I have a mechanic friend who was over the other night who unplugged it and said that he thought that was the problem but i wasnt sure about his expertise on the issue so i wanted to get more info from the dsm crowd.
I have tested almost everything in the car at this point and im still having issues.

So far i have tested:

Boost leaks (1 very minor at BOV flange, ive plugged it for testing with no change)
compression (180 across board)
Plugs (new)
Wires (in spec)
CTS (ive tried 2)
ECU (tried 2)
MFI (tried 2)
TPS (in spec)
CAS (might be bad, seems right but the voltage seems higher than it should be)
CPS (same thing, voltage is a little high both are 8 volts when they should be 4-5)
Rear o2 sensor (unhooked right now because im sure its bad but from what ive read on here it will just make if fail emissions)

The only real indicator that im getting right now of an issue is that the fans are coming on right away even with all a/c heater stuff turned off. On another thread someone told me to check the wires to the ecu for continuity between the CTS and ECU so im going to try that today and see if maybe a wire somehow cracked.
