unknown plug?

ok i got the car and it had a blitz kit on it, theres a plug that is just hanging there by the exhaust manifold and the drivers headlight, it's almost scraping the ground, did this car have factory foglights befor? and if so im gona get the bomex kit if i bought stock fogs again would they fit in the holes the bomex kit has for foglights?
