Twin Wastegate pressure issue.

I have a twin scroll set up with 20lb springs in 2 tial wastegates that are recirculating back into the exhaust controlled by a Hallman mbc. But I am building 30+ psi with the mbc back all the way out. Mbc was cleaned and checked, wastegates are authentic and new. Wastegates lines are ran properly with 1/4 inch hose to the bottom of the wastegates port of each one, with the top ports left open.

I do not understand the excessive pressure being built. I triple checked spring colors for correct baseline pressure. Ideas?

Run dedicated lines from your boost source to the "watergates" Mr Nixon, effectively removing the MBC and see what your boost is. Its just a test understand so there is a reference point to see if you still boost to over 30 lbs. I accidently had the wrong springs in my TIAL and it was obvious when i ran staight WG pressure. You could also unhook the boost source lines completely and do a BLT to see if they crack open at 18lbs.
