Turning up idle on 90' DSM?

I read a VFAQ article which said that for 1G dsms, "Setting the BISS involves grounding 2 connectors, one next to the interior fusebox, one next to the battery, then turning the BISS until the car idles at 750rpm". However, when I checked my Haynes manual it said that theres extra steps you have to take for a 90' DSM, such as using one of those tiny computers (forgot the name) because its different form the 91 and up DSMs. Is this absolutely necessary, or is Haynes just being extra cautious or something?

Try just taking a wire from the negative terminal of the battery to the little wire harness that isnt plutted into anything behind the batter and connection it to that. All youre trying to do is disable the ECU's control on the idle. If the ECU picks up that the idle is changing the ISC will react, rendering it nearly impossible to fix. If grounding the wire works and you can change the idle by turning the screw then thats all you need to do.

I did it exactly like vfaq and it worked fine, I didn't even read my Haynes which I should double check now that you've mentioned it.
