Turbo shut down idle

Sorry, this may be a repost, i tried my best and found nothing though. Anyhow, I'm gonna be buying a mostly stock 96 talon TSi tomorrow. The only problem apparent right now is the fact that I smell gas around the engine just after startup. The guy who's selling says he had to cut his alarm wire the other day and since his engine doesn't idle like normal to spool down the turbo and get rid of gas, so gas is left. Any help would be appreciated, including clarification of the problem and fixes/costs. Thanks

Im really confused on what he is getting at. The alarm has nothing to do with fuel or turbo system. Also if the car doesnt idle correctly that would not do anything to the turbo really. When the motor revs down it spools down. The gas smell is most likely leaking at the fuel filter or rail. Maybe a bad fuel injector o ring.

Yeah, he says theres a circuit that idles the car before shutdown to cool the turbo or something and its not working. Maybe its called a turbo timer?

Ohh ok, a turbo timer just leaves the motor running for a certain amount of time after you turn the key off. Its so the turbo pushes the oil through the turbo to cool it. Wiith a stock turbo that is oil and coolent fed, a turbo timer really is not needed. Just dont boost for about 1/2 a mile before you shut the car off. this is not a stock part, is there anything else done to the motor. Also this would not make the motor smell like fuel. There is a leak in the fuel system.
