Turbo Problems - charging but no boost

I have a '95 Talon that I purchased about a year ago. The turbo worked fine until 2 weeks ago. Now it charges but does not boost. It will just slowly go back down after it peaks. I had a coolant hose blow a month back and almost overheated. I checked the turbine and it spins freely. The turbo is actually charging, so I think that should be fine, right? Could it be the bypass valve or the wastegate solenoid? If so, where do I get those? I can't find them anywhere. I ran a vacuum test on the bypass valve and it never released (the manual said it should release at 16hg or so). I haven't test the wastegate solenoid yet.

I also realized that the previous owner removed the PCV valve, capped off the intake to the engine, and put a filter on where the PCV valve should go. Could that have anything to do with the turbo problem? Too much pressure in the valve head? That is causing oil to leak out of the oil cap so I'm fixing that today.

Any help would be appreciated. I'm newer to this thing, but am trying to learn as fast as possilbe. I'd really love to get the turbo working again!
 
Take that filter off and put a pcv valve back in that releases the pressure from the crankcase!!!!, Do a boost leak test? Put the pcv in and a boost leak test and see how that goes. Now when you say does not boost are you saying that boost builds but the car ain't pulling like it should...I know at high RPM's when in fith gear you boost will drop a little bit from what you have the wastegate set at.
 
I just installed the pcv valve and I'll drive it tomorrow to see if it runs better. I've been studying the posts on how to do a boost leak test and I'll give that a go this weekend. Yes, I'm saying that it charges and then does not release like a turbo should. The pressure just slowly releases after it has built up. It used to have a good kick to it and it has nothing now. Thanks for the advice and I'll update after I do the boost leak test.
