Helpppp no boost leak but no boost

Mods: sbr 20g, 680cc injectors, pump, afpr, hallman bc, and all the other stuff.

Problem: I cant boost over 10 psi. I checked for boost leaks and i fixed the little holes but it didnt help. I took apart my turbo and put sealer around EVERYTHING. Still the boost doesnt go above 10psi. I unhooked the boost controller from the wastegate nipple and the boost sky rockets. So i am thinking the problem is that the wastegate is messed up but when i connect the turbo to the wastegate it sticks at 9psi where the wastegate is probably set at. Any way to fix this??? NEEd help asap! Thanks

I had the same problem it turned out my boost controller was finished.

Damn that isnt cool because my controller is brand new. Any other ideas???
