turbo not running right

My turbo isn't running right, wondering if anyone can give me ideas?

Skip to :42 , As you can see the boost guage goes up to around 8 psi, then slowly lowers as the rpm climbs. It's shifts, climbs a bit, and then drops. This basclaly goes 2nd gear to 3rd gear then I let off the throttle (in this vid), I also hear a fluttering sound.

My stock FPR might be going bad. (I have a 95 btw) I had 45psi when I tested before turbo.

I think my wastegate is leaking around the flanges.

Does anyone have any idea what might cause whats going on in the video.

My wastegate is hooked up to my compressor housing. My BOV is connected to where my cruise controll port is on my intake, the cruise is just unpluged. I have a tee on the intake right away to split to Boost guage, and EGR. It is the tee that came with the boost guage that has a smaller port on the one side going to the guage. "

What turbo is that? What is your setup
 
Looks like a Ebay turbo. Could be ## problem right there. Check waste-gate, You should have a boost controller of some sort on there. Other wise ## running waste-gate pressure. And we dont know what pressure spring it is.
 
It has a 8psi spring, its leaking at the flange gotta get a new gasket, paper suck. I have a boost controller, its all the way turned down, its a bleeder style. Its a t3 turbo, standard 420a 8lb build.

Also I been driving the car like that a good 4 days, 200 miles. :shhh:

I run 93 octane pump gas, always shell or bp.

Engine is rebuilt, stock internals. 4000 miles. New crankshaft.
