Turbo low boost issues

I have adapted a tdo5h 16g twin scroll turbo on my 2g eclipse by turning it 180 degrees and making my own adapter plate and such modifications. I took it out for a drive today and im only getting boost above 3500 rpms and its only 6 psi when i rev it in park my boost doesnt even move till 6 or 7 thousand rpm i did mbodify the wastegate and was wondering may if maybe it needs to be partially open or adjusted and thats why its not boosting very well any suggestions

Check for boost leaks. If nothing, then try checking the wastegate spring. It could be too weak to open. Check by using a air compressor and send enough air that is supposed to open the wastegate.
