There's a pretty simple way to find out.

It's normal for a 16g to fall off like that on most setups, but that does seem low. IIRC, all three 16g's I've run (on both the 2.0l and 2.3l) wouldn't fall lower than 20psi or so...but every car, altitude, etc. is different. Cams and exhaust will make a big difference.
Get to Home Depot and get that tester made.
