TPS Adjustment - is it toast?

So I read the TPS Adjustment on Plymouthlaser.com and can't get my TPS to adjust to his values.

When I go across pin 1 and 4, the TPS reads 4.3 and when I go across 2 and 4, I can never get it to hit .9......I got it to .8 and that's with it adjusted all the way out. Also, when the throttle plate is open 100%, I can never get it to read 5k either.

Does it HAVE to be 5k and .9 or is it fine the way it is? I have the TB off since I was replacing the shaft seals. When opening the throttle plate, it never goes to 0 or blanks out or anything. It just goes from .8 to 4.3 steadily

**Edit: I took the TPS off completely and hooked the multimeter up to it. It reads .03 when it's fully "closed" and 4.34 when it's all the way "open". I am talking about ohms in this whole post by the way. So the maximum it can ever do is 4.34ohms and when installed, it is supposed to be .9ohms according to the VFAQ but I can only get mine at .8 and I do not have a logger.
