TO4B 50 trim problems! HELP!

ok, I am very unhappy here with this T04B 50 trim of mine. I get 10 psi by 4200 rpm and for some damn reason it wont go over 12 psi. Trust me, I have thought of everything that I could to get it to come up. I have a new SBR manifold, a new Bullseye turbine housing, a new T04B wastegate(12-30psi) from Bullseye also. I have an adjustable arm and I have adjusted it all the way and nothing. I use a turboxs manual boost controller. I have checked all boost and vacum lines and it all good. I have zero exhaust leaks and all my piping couplings are on good and tight. For the life of me I cant figure out way I cant get the boost over 12 psi. I even put on a brand new turboxs boost controller and same thing. If any one has any suggestions, please help.
 
Your having wastegate issues. I would bring the turbo down and check the flapper. More than likely the flapper door is not closing all the way causing you to spool slow.
 
If you're 100% sure you have no boost or exhaust leaks and have tried pre-loading the actuator, wire the flapper shut and test run. Be careful to expect all out boost so let off the throttle at the proper psi level. If problem persists, turbo is the problem. If problem solved, either the flapper is being blown open by exhaust gas or the actuator is opening prematurely by the intake pressure signal. Good luck.
