timing belt problem and other questions

Ok, well I just bought my 99 gsx, I brought it into my work and someone noticed how loose the belt was. Then after i restarted it, it was tight again. Then it looked normal for a few days, but today it looked loose again.
what can i do to fix this(first pic)
also whats the thing on the right(second pic) with the white cap? its low on fluid and i have no clue what it is
 
Make sure its not one tooth off on that intake side. I would definitely line up timing marks just to be sure, vfaq.com is your friend!!!
 
whats the mileage on the car? im surprised nobody mentioned that since you just bought the car, you should look into doing the proper preventative maintenance on your gsx so you can experience the joy of owning an awd dsm reliably. part of that maintenance includes replacing all timing belt components. but if you would have tried the vfaq.com mentioned, you will see that i am just regurgitating information ive acknowledged from said site.
 
I would also check the slave cylinder on your clutch, then check the master cylinder for leaks. Cars don't "burn" brake and clutch fluid.
