Timing belt issues

Ok so i just got done doing a full build on a 2.0 all new Manley pistons rods eagle crank 9.5.1 compression 6266 turbo etc etc everything in the engine compartment is new. Anyways i had the machine shop do some work on the head and the block and they also assembled the new timing belt and all that.

Well last night i set my hand down on the timing belt and it was lose i know for a fact that it was tight when i got it back because that's one of the first things i felt any idea why it would now be loose? The motor hasn't been started yet and now im scared to start it without fixing the belt because i don't want to jump teeth and screw it all up.. Any ideas?
 
At nearly any time, the cams are putting tension on certain valve springs. After sitting for a while the cams will naturally move to a less tense position. They can't move outward against the timing belt, so they move inward and create slack. So long as the tensioners were set properly and the belt isn't loose before/after the gears, there's no need to worry about the belt skipping teeth.
 
Pull the spark plugs out. Then rotate the engine over by hand line all the marks up, then rotate it over a few more times and line them all up again and see how it all looks.

If you're really worried about it, take off all the external timing, remove the driver's side wheel and unbolt the timing covers. Line up all the gears perfectly to see if they line up perfectly, not close but perfect, with the plugs out of course. If they line up, do 6 full rotations or more, to gey all the marks lined up twice, wait 15 mins for the tensioner to settle, and check the pushrod distance with the pin / allen wrench to see if the holes are lined up.

inspect the entire area for leaks, and anything that looks loose or outa place.
