When I let off my throttle the engine revs. I'm not sure what the cause is but Im guessing its a vacume leak maybe. If so how can I find the leak?

Check your throttle and cruise control cables. Check to make sure the return spring on the throttle body is still snapping the throttle shut when it is supposed too.
