Think I found my Power Loss problem!

Well i pulled my turbo heat shield today, and to my surprise it was missing one of the bolts holding it on, and also the exhaust manifold was missing a stud on the very end.

Thats great you got a visual of the missing bolt and nut. A boost leak test would have also led you to those missing items.

a boost leak tester wouldn't have found his problem there. He's missing a exhaust stud which holds the turbo to the exhaust manifold. If you do have an exhaust leak, most likely you're going to hear it or see some carbon build up around that area. It will pretty much slow down your spool too since its before the turbo.

Well I found I was missing 2 bolts on my manifold when I did a boost leak test and found that my manifold to turbine housing gasket was leaking when the soapy water started its bubbling at the joint.

Doodie's point is that it is an exhaust leak, not a boost leak. A boost leak check done by disconnecting the compressor outlet and pressurizing it with air would not have caught it.

This is 100% correct. Boost leak testers do NOT find exhaust leaks.

TurboGeoff - Let me know if you need any bolts from the turbo to the manifold. I have a few laying around.....
