Ok so get the rail the pump and the injectors..
I prefer to sniff my radiator when my car is hot.
After driving hard, I put my face over the radiator cap and unscrew.

Why do you suggest him to get a new rail when the stock rail has proven to flow well?
Since the guy says the car runs pretty good when warmed up I'm guessing it's not a problem with the injectors but probably the coolant temperature sensor that is bad.
I would not believe anything the guy has told you about the car. Do your own investigation and diagnosis of the car. It seems like he doesn't know too much about DSM's. Anyone that knows enough about these cars can get them running and then running well with the knowledge here on this site.
I can already tell you the car used to be tan/champagne color by looking at the engine bay. You need to watch out for shotty body work and paint. Also, the top of the roof should be black and not the body color. And stock mirrors are black also. It was probably a cheap paint job since he did not do the engine bay and I'm guessing the door jambs are the original color also. If you're not afraid to work on it and restore it back to a respectable state then I say buy it, fix it, drive it. But, if you are not up to the challenge then pass on this one and go for the next.
Since this would be your first DSM I would rather you find one that is in relatively good running and physical condition and build upon it from there. If you are unfamiliar with these cars you will only give yourself headaches trying to figure out someone else's mess. Because if you do get this car and have problems with it. You will blame the car for it and it will be the stereotypical unreliable DSM story we hear way too often around here.
In the end... I'd buy it...
This was the end all, to be all, of answers. It brought a tear to my eye!

What does everyone think about this car? Fair price? I think they were asking $1k more a while ago. I pass it on the car lot everyone once in a while but never stopped to take a look yet. I'm looking for an affordable awd daily driver.
...And I know, the flares would have to go.
