Superglue like residue on ECU

I had posted yesterday about a problem and someone said my ecu may be messed up ala the caps are leaking on it. Well I checked it out and there's a superglue like residue around the circled area, does that means the caps are leaking?
 
actually it's whiteish...sorta looks liek corrosion, and i can't smell, i have a bad cold :-\
 
The ECU is coated in a protective conformal coating before leaving the factory to protect it from humidity and oxygen. On all the ECU's I've seen it's a waxy coating, not hard like superglue would be. If you have electrolyte damage you'll see the copper and solder turning dark where it's being attacked.

On some of the terminals inside of the residue area, theyre turning greenish, like corrosion on copper....i also noteed on the undnerside of the board it looks like it's been burnt or something
