1G stutter 75% of the time in/out of boost

So, I have this extremely annoying problem. The car struggles to accelerate most of the time. It will build full boost (14lbs) but have no power and I can feel the hesitation. When cruising and not in boost with the gauge around -10 in Hg I can feel it like hesitate and right then if I WOT it goes directly into boost but again lack of power but sometimes if I let off once or twice it will pull normal-ish. Could my o2 sensor be toast, if so I'll be replacing it shortly, also the car gets extremely bad mpg. I'm talking like 9-12 mpg without boost

I've replaced:
coil pack
spark plug and wires
pcv valve
**checked for Boost leaks

Update: 3/13/17

Tore down the timing belt and did my water pump, replaced my timing belt. I've also added a new Mitsubishi knock sensor and Bosch o2 sensor. Just waiting on turbo from a friend. Also, I've fixed every exhaust leak I had so the o2 should read correctly. I'll be finishing it up tomorrow!

U need to blt without the manual boost controller. It has a bleedoff port. Cap the nipple it connects to.

Have you checked fuel pressure yet. Seems there's a problem with the pressure as mentioned earlier have you changed the regulator yet?

If those are your plugs you are not running rich.

Replaced fpr already, once I get the turbo later I'll be installing and seeing how everything runs now.


Edit: replaced o2/knock sensor, installed turbo, all gaskets, new t belt, water pump took it for a drive and man what a difference a lot of maintenance helped.
