Stuck 02 sensor voltage

I did a couple logs today at idle and 1st gear pull and my front 02 voltage is 0.4 and will not move up or down no matter what.. Even if i unplug thw o2 sensor it's still the same is the 02 sensor just bad and am getting a refence of 0.4v

mine was doing the same thing one of those little black wires down where it hooks to the ecu was busted just a thought....

the one that hooks right in to the connector of the ecu?

yeah on mine it has this one monster wire that turns into a couple black wires and some wires surrounding them (im guessing to prevent interference)
