I purchased new strut mounts and can't get them in because of the top nut that the strut stud is bolted to is stuck. All it does is spin the actual strut shaft. I have tried heat and PB blaster. Any suggestions???

Try loading up the suspension. I hope you don't have it taken too far apart already. You can use a floor jack if you can't drop the car on the wheels.

Or, take all the tension from the spring off the strut, then use an impact gun to get the nut off.

Also on the top of the strut it usually has 2 flat sides you can put a wrench on to keep the shaft from spinning on you, and will help get the nut off! Impact works great if you have one available, sometimes that can even spin on you.

I tried using the flat spot on the very top but it just snapped off. Where's the second one at?

2 flat spots means one on each side.... meaning, there aren't anymore if you snapped it off. You can try wrapping the shaft itself with a cloth and then using some vice grips or pliers to hold it still, but there's a good chance you'll nick the shaft rendering the strut worthless.

this is what I was going to suggest and warn. I assume you not replacing the strut?

And dont have an air impact?

The tip of the strut above the nut can break off and it would be fine...

you really really need an impact gun. I have done many strut replacements on many types of cars. If no impact gun is available and you have to grab the strut with vice grips grab it as high as possible in the event that you nick the shaft. This way is a pain and takes forever. With an impact and spring compressors its about 5 minutes to disassemble and reassemble a strut assembly. If money is the issue n you have a compressor buy an impact use it keep it clean then return that sucker.

So what if I don't have a spring compressor? I have the impact and I was trying to use a ratchet to take it off!
