2G Stripped Bolt Inside Gas Tank?

I was in the process of cleaning out the inside of the gas tank and was removing these bolts. The first one came loose as normal and removed which was the top one. The next one just spin in place and was not coming out, it actually got WARM and HOT the more I spin it, what gives? When I tried to tighten it, it gave the same result, it also just spin.

Now that the top bolt is tight, will I have any problems leaving the bottom one stripped? It had a sharp shaving on the side on that bolt, so I know it stripped, but why?!

Are these held by a bolt or something from the underside?

There's a metal threaded insert embedded in the bottom of tank. That's what the bolt screws into to hold the baffle in place. The insert probably broke loose and the insert is spinning freely now. You could remove the baffle with the bolt/insert attached and try to separate them outside the tank. Then reinstall the insert. But I'm not sure what's safe to use inside a gas tank for bonding something like that. Those 2 bolts are just to hold the plastic baffle in place so you're probably fine with just one.

The bolt got hot because you were shearing it, rather than stripping it. If you went further, it would have just broken off. Since it just holds the baffle in place, and it and the tank are both plastic, see if you can find a fuel safe bonding adhesive to re-secure it. I recommend anything that is aerospace rated since it'll withstand vibrations and such. Most composite adhesives that you could buy locally wouldn't withstand long-term abuse.
