Strange grinding/ whining noise

Alright so I'm about done with my winter build and I'm attempting to fire this turd up. When I crank over the car I get this weird sound from the rear trans side. I've already pulled the starter and had it checked at my local O'Reilly's which came back 'Good.' I inspected the flywheel and all the teeth look pretty good. Very minimal wear on them and nothing that would raise a red flag (imo). Starter is new as of last year and worked fine before I stored/ pulled the car apart for the build. Any input?

Think it could still be bad even though it tested out fine? I did have it tested off the car if it makes a difference from being in.

Just got my new starter plate in the mail yesterday. Will put it on and see if my issue is solved. Let's hope
