Stock wastegate actuator frozen, need help!

Okay I'm not 100% sure but the actuator that controls the wastegate on my car is frozen solid. I originally lost boost because the arm going from the actuator to the wastegate somehow became disconnected, now I can't reconnect the arm because the actuator appears to be frozen solid.

Should I be able to move the actuator arm by hand, if it's disconnected from everything? Can I buy an actuator separate? Are they cheap, and do they interchange with other turbos?

spray some lube on it and let it sit for a while then try again, it's probably rusty. The one on my 1g was a pain in the butt to move by hand, very stiff.

the one on my 90 was always stiff, but not impossible ot move by hand. I"ve never tried to move the one on my 2g by hand.
