stock BOV flutter when decelerating

I just recently did the "dodge mod" to my BOV and right after I installed it, I noticed that if I decelerate slowly, the BOV flutters. If I let off the gas quickly, it vents normally as if i did not do the mod at all. When the BOV flutters, the car feels like it loses all power :( I am running a EVO 3 16g at 20 psi and the intake is 100% stock except for the modified 1g BOV. What would be causing this and can it be fixed?
 
It's sort of like the greddy type-s i had. When you let off the gas slowly there is only so much boost going through the system so the valve doesn't open fully, it partially opens just a tad to let go of whatever small air was left in the system to expel, there fore causing the flutter sound. Not enough pressurized air going through to make the loud woosh when it slams open the bov and exits it fast.

i wish I could afford an intake :p Everything for these cars is expensive to me right now. Since this is a constant thing, will it hurt my engine in any way? It is kind of annoying to me as well but I guess it is something I need to have done when running 20psi. No, I am not running a GM MAF or venting to the atmosphere. I am running a 2g MAF on my 1g.
