Still Running Lean

I have a 1993 gsx with evo 560cc injectors, 16g turbo, boost controller, boost gauge, turbo back exhaust and I am running really lean. I did a boost leak test and only found one leak in the idle screw and I bought a new oring and fixed the leak. I think I still have a leak because my negative boost at idle is at -14 and I don't have cams. I put 25psi of air in the turbo and opened the throttle when doing the boost leak test and I used soapy water and sprayed everything but still nothing. The person I bought the car from said he put a bigger fuel pump But I'm thinking he maybe didn't or I still have a boost leak some where. Is the stock fuel pump enough to feed the 560cc injectors.

I did some one broke in my car and stole me safc 2 and gauges so im just trying to get my car running again so i can get to work. So The answer is no I have nothing to tune with just trying to make it run safe to drive.

Do you have anything to tune or log with?

stock boost and it still doesnt matter what i do, I would tune it with my safc 2 but someone broke into my car a cut the safc 2 out and stole all my gauges and i dont have the money to buy that stuff just trying to get my car running safe so i can drive it.
